NIJ assesses performance of this program by requiring grantees to submit reports every 6 months that, in part, outline their progress in meeting program goals and objectives. However, NIJ does not have an approach to verify the reliability of the data--testing data to ensure data quality--and as a result, faces continuing data errors. Verifying these data would help ensure that the data are reliable enough to show that the program is successfully meeting its goals.
In addition, NIJ has a performance measure to assess the results of this program--percent of reduction in DNA backlog casework--but it is a projection of DNA casework that grantees expect to complete as opposed to an actual tabulation of completed cases. Preapplication coordination is required. An environmental impact assessment is required for this program.
This program is eligible for coverage under E. NIJ may use internal peer reviewers DOJ employees , external peer reviewers, or a combination, to assess applications meeting basic minimum requirements on technical merit using the solicitation? Peer reviewers? Absent explicit statutory authorization or written delegation of authority to the contrary, all final award decisions will be made by the Assistant Attorney General Office of Justice Programs , who may consider factors including, but not limited to, underserved populations, geographic diversity, strategic priorities, past performance under prior NIJ and OJP awards, and available funding when making awards.

These costs include supply expenses to include any supplies necessary for the handling, screening, and analysis of backlogged forensic casework samples in addition to supplies discussed above directly attributable to forensic DNA casework.
Expenses thatmaybeallowable include the purchase or upgrade of benches, cabinets, interior dividing walls, plumbing, HVAC systems, electrical wiring, evidence examination and preparation rooms, evidence storage rooms, drying rooms, walk-in freezers, and extraction or amplification rooms.
Funds may also be used to hire consultants or contractors to assist laboratories with the installation of LIMS or expert systems, or with the implementation of DNA process-improvement measures. Administrative expenses: Up to 3 percent of the Federal portion of a grant awarded under this program may be used for direct and indirect administrative expenses specifically related to grant administration and management.
Potential applicants are encouraged to request the program announcement for additional information about eligibility requirements, the research priorities of the Institute, and application and selection procedures. The standard application form as furnished by the Federal agency, in accordance with 28 CFR, Part 66 Common Rule , must be used for this program. This program is eligible for coverage under E.
